Below is a list of rules and regulations that guide operations and activities of small businesses.  Use the search bar and category filter on the right to find relevant rules.

Please note this is merely a guide to rules and regulations, and does not represent the full and final requirements pertaining to your specific small business.  In addition, the State of New Jersey may have separate requirements for licenses and it is the responsibility of the operator to determine what type of licenses they need to obtain and to secure them before opening an establishment, both with the City of Jersey City and the State of New Jersey.

Food Handling Establishments

Licenses • Business Owners
  • License required from the Health & Human Services.
  • One manager or supervisor must satisfactorily complete the Health & Human Services food handlers course each year prior to renewal of the license.
  • License required from the Health & Human Services.

General safety and sanitation

Property Maintenance • Signage/Appearance • Business Owners
  • Exteriors and interiors of all buildings shall be maintained in a structurally sound, clean, and sanitary condition and in a state of good repair.

Graffiti

Graffiti • Business Owners • Property Owners
  • Any graffiti that occurs on your property must be promptly removed.
  • The Department of Public Works can assist with graffiti removal for a fee.  For more information visit the Public Works homepage.

Interior Waste and Recycling Containers

Garbage • Recycling • Business Owners • Lessees
  • All waste and recycling containers must remain within the building or rear of the premises until time of removal.
  • Materials within waste and recycling containers shall be no more than four inches from the top.
  • Property owners are required to provide “suitable receptacles” for all waste materials and substances, and all waste and recycling materials must be placed within these containers.

Jukeboxes

Licenses • Business Owners
  • Operator’s license required.
  • No license will be issued without a retail plenary consumption license.

Laundries and Dry Cleaners

Hours of Operation • Licenses • Business Owners
  • Licensed required by Health & Human Services.
  • Hours of Operation: 8:00AM and shall not continue after 10:00PM.

Maintenance of exterior of premises

Property Maintenance • Signage/Appearance • Tree Maintenance • Business Owners • Property Owners • Residents
  • The exterior of the premises and all structures shall be kept free of all nuisances, unsanitary conditions, and fire or safety hazards in the public areas.

    • alleys, driveways, fire escapes, porches, sidewalks, exterior stairways, and yards
    • Runoff drains
    • rodent/insect/other infestations
    • Fences

Milk Licenses

Licenses • Business Owners
  • License required from Health & Human Services.
  • License shall be posted conspicuously.
  • License is non transferable.
